The process of delegation occurs when a person or body entrusts power and authority to a deputy. Many of the Acts that guide the conduct of local governments permit the delegation of power and duties of the Council to the CEO, who on occasions further delegates these powers and duties to other officers.

In general, Council will delegate operational matters that occur regularly in the business of local government to the CEO in order to facilitate efficient management and allow Council to concentrate on matters of greater significance during meetings.
